Knowesis is seeking a Health Plan Policy Analyst to provide subject matter expertise in support of the TRICARE health plan. The Health Plan Policy Analyst will work with a team of health professionals in providing comprehensive, professional, technical, executive-level support services to the TRICARE Health Plan (J10) and Healthcare Operations and other DHA Directorates including the administration of healthcare operation programs.

The Job Duties and Responsibilities include but are not limited to the following: - Provide, review and analyze reports involving workload data, performance metrics, and other statistical information for content, completeness, and timeliness, and develop executive summaries for key leadership decisions.
- Analyze complex issue papers/packages and briefings proposed for presentation to senior leadership and develop summaries of overview and key management information for the Assistant Director (AD), Healthcare Administration (HCA), Deputy Assistant Director (DAD), Healthcare Operations (HCO), and the TRICARE Health Plan.
- Develop and prepare the research, and analysis of complex documents/ papers/ packages of briefings, studies, charters, procedures, information and decisions papers, fact sheets, spreadsheets, and reports for presentation to senior executive level officials in the military and civilian service, to include high-level working groups and meetings of senior officials. Assist in the preparation of staff position descriptions.
- Assist in drafting operating procedures and analysis of organizational and staffing structures, directorate and division level goals and objectives, policies and procedures, and office automation information and management requirements.
- Survey implementation and compliance with these procedures, and other tools and activities, to lead achievement of the goals of the Under Secretary of Defense (Personnel and Readiness), the Assistant Secretary of Defense (Health Affairs), and the DHA Director/Deputy Director in providing quality, timely communications in response to incoming correspondence, inquiries and other actions.
- Assist in the planning, organizing, and coordinating meetings and conferences for senior HCO staff and other invitees. This includes preparation for various Industry Day information-gathering sessions the Government may host to obtain knowledge in developing healthcare policy or contracts.
- Attend meetings in support of the government representative as sanctioned by the director of the TRICARE Health Plan, as well as other DHA senior leadership.
- Prepare summary of the meeting's proceedings/outcomes and any track action requirements generated by the meeting.
- Review, analyze, edit, and fully coordinate directive/procedural guidance and various other documents drafted/proposed by subordinate organizations, such as policy memoranda, administrative instructions, operating procedures, and memoranda of agreement/understanding for Government approval.
- Support the DAD HCO, Director, TRICARE Health Plan, as well other senior leader-managers, and senior subordinate directors, with high-level, cross-functional management services, priority focus and executive-level assistance. Apply expert professional- level analytical and problem-solving skills and professional-level interpersonal skills in effectively communicating with executive/senior-level personnel, both within and outside DHA, to address difficult and controversial policy/program matters and identify resolutions to complex issues
Required Qualifications: - Experience in leading teams of highly educated and experienced healthcare professionals in a fast-paced and highly visible work environment.
- Ability to conduct duties as an Action Officer (drafting and coordinating staffing actions, responses to Congressional Inquiries, Reports to Congress, Briefing Packages, etc.).
- Comfortable working around senior officers and executives; must exhibit tact and diplomacy and have strong interpersonal and writing skills.
- 5-7 years of analytical experience with health plan performance, health plan reimbursement policy.
- Proficient with MS Office Suite (excel, PowerPoint, word).
Preferred Experience: - Working knowledge of the TRICARE benefit
- Knowledge of government processes such as: DoD/Service policy development and staffing; JCIDS; Health Surveillance; Planning, Programming, Budgeting, and Execution (PPBE) or Earned Value Management (EVM); and outcome measurements.
- Certifications and/or membership and participation in professional associations relevant to the position are a plus.
Required Education: - Minimum of a Master's degree in a health-related field OR Bachelor's degree with extensive DoD experience in an operational/field environment.
