Job Summary This position is located at Central Office in St. Paul, MN and has the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion. In partnership with the Human Resources Director, provide leadership and expert consultation to the Department of Transportation regarding the agency’s overall classification, recruitment/selection, compensation, retention, and benefits programs. This includes developing, recommending, and implementing policies, procedures and strategic initiatives relating to these programs. Provide expert consultation and guidance to the agency’s executive and senior leadership, managers, and supervisors regarding a broad range of human resource matters. Represent the agency on statewide and national state task forces and focus groups. Qualifications Minimum Qualifications Three years of managerial human resources experience OR four years of professional supervisory human resources experience managing human resources related programs, goals, and objectives and providing effective human resources strategies. Experience and knowledge of Minnesota state government HR practices and principles sufficient to manage the agency’s HR staffing function including job evaluation/classification, recruitment and selection, compensation, retention, and benefits. Experience supervising or leading staff performing HR related activities. Experience analyzing, interpreting, and applying federal and state personnel laws, rules, procedures, labor contracts, and plans. Preferred Qualifications A Bachelor’s degree or Master’s degree in Human Resources, Psychology, English, Public Administration, Organizational Behavior, or other closely related field. Public sector human resources experience.
